首届国际中医翻译与出版编辑学术会议倡议书
世界中联出版编辑专业委员会和世界中联翻译专业委员会联合召开的“首届国际中医翻译与出版编辑学术会议”于2010年1月16－17日在北京召开。会议对中医外语的翻译、出版、发行、交流、国际合作等学术问题进行了深入的研究和探讨。
与会各国代表、专家认为，中医药学不仅为中华文明做出了重要贡献，也对世界文明的进步产生了积极的影响。今天，随着人类疾病谱的变化、健康观念的转变及医学模式的改变，传统医学特别是中医药受到各国越来越多的关注，但是语言和文化背景的不同严重的妨碍了中医的国际学术交流和应用。中医要走向世界，更好地为人类健康服务，必须首先克服语言障碍，解决中医翻译、出版、发行等关键问题。为此，与会各国代表提出以下倡议：
1. 制定、推广国际较为公认的中医翻译基本原则。
中医翻译力求“信、达、雅”，应遵守以下基本原则：
（1）对应性：词义翻译与中文学术内涵相对应是最重要的原则。
（2）简洁性：在不产生混淆和歧义的前提下，译名越简单越好，避免辞典式释义。
（3）同一性：同一概念的名词只用同一词对译。
（4）约定俗成：目前已通行的译名，与前述原则虽然不完全符合，仍可考虑采用。
（5）特殊词条可音译：将汉语拼音名（音译名）作为中药名、方剂名、穴位名翻译标准使用；或将汉语拼音名与中药拉丁名、方剂英译名、穴位代码并列作为翻译标准使用。
2. 中医国际出版以广泛而准确传播中医药知识，推动中医药在世界范围内的发展为目标。充分发挥世界中联出版编辑专业委员会的资源与学术优势，规范和促进中医药图书以英文及其他文种的编辑、出版，使各国读者可以获取到具有高学术水准的优秀中医出版物。
3. 世界中联出版编辑专业委员会和世界中联翻译专业委员会进一步加强合作，开展信息共享、专家库共建、项目合作等方式，以中医翻译、出版为核心，加强与各国医务界、教育界、出版界、科研机构、学会、企业的联系。搭建多方合作平台、促进学术发展及研究成果的转化。
4. 呼吁各国有关管理机构，根据具体情况和本国的政策法规，支持各国中医药翻译、出版、发行工作，使中医能更好地为各国的健康保健事业服务。

Participants Proposal of the First International Symposium on TCM Translating,
Editing and Publishing
The First International Symposium on TCM Translating, Editing and Publishing has just been held on January 16th – 17th, 2010 in Beijing. Co-sponsored by the WFCMS Specialty Committee of Publishers and Editors, and the Specialty Committee of Translation it focused on the translation, editing, publication and international cooperation of Chinese Medicine.
Chinese medicine is an important component of Chinese culture and the most extraordinary system of traditional medicine in the world. Nowadays, the diverse spectrum of disease, health concepts and medical models have turned attention to focus more on traditional medicines, especially traditional Chinese medicine (TCM). However, language and cultural background remain the principal obstacles in the way of the international circulation and application of TCM. To promote TCM to the world and enhance the health of people globally, it is essential to overcome the language barrier and settle key matters in TCM translating, editing and publishing. Therefore, we put forward a proposal as follows:
1. Internationally formulating principles for the translation of the terms of Chinese medicine, with the terms being chosen using accuracy, clarity, and appeal as the main guidelines for choice.
The recommended principles for translation are:
① Equivalence: The translations of target languages should fit the original meaning of Chinese terms. This is the most important of all the principles.
② The terms should be as short as possible without causing confusion or ambiguity.
③ Identity: If two or more Chinese terms have exactly the same meaning, then the translator may be justified in offering a single term for translation.
④ Accepted English translations through popular usage, may be chosen.
⑤ Pinyin usable transliteration for special terms : It is recommended that Chinese phonetic alphabetical names (Pinyin names) as a translation standard for Chinese materia medica, formulae, and acupuncture points be used, or alternatively Chinese phonetic alphabetical names the Pinyin names can be used in combination with the Latin pharmaceutical names of the materia medica, the English names of formulae, and the codes of acupuncture points.
2. Chinese international publications should aim to achieve the goal of extensively and accurately disseminating Chinese medical knowledge and promoting the development of Chinese medicine throughout the world. The Specialty Committee of Publishers and Editors, of the WFCMS should give full play to its professional and academic advantage, and regulate and promote the editing and publishing of Chinese medicine books in English and other languages, so that high-quality publications are available for audiences from various cultures.
3. The WFCMS Specialty Committee of Publishers and Editors, and Specialty Committee of Translation will cooperate with each other by sharing information, mutually building the expert reserves, and cooperating with each other on specific projects. They should treat the translation and publishing of TCM books as a foundation stone to seek closer ties with the medical fraternity, educational circles, the publishing community, scientific establishments, institutes, and enterprises. This mutual cooperation will promote academic development and assist in producing good research results that follow accepted protocols.
4. We appeal to governments and NGOs worldwide, in consideration of their specific circumstances and native policies & regulations, to offer support for the translation, publishing, and distribution of Chinese medicine titles. Ideally, let Chinese medicine serve in people’s health care worldwide.
